The Constitution of Malaysia has no reference to environment protection or use of natural resources. In 1974, the Government of Malaysia approved the Environmental Quality Act, 1974, amended for the last time in 2007, “an Act relating to the prevention, abatement, control of pollution and enhancement of the environment, and for purposes connected therewith” and which establishes the Environmental Quality Council as a body to advise the Minister of the Environment on matters pertaining to the Environment Quality Act and also on any matter referred to it by the Minister. The Council also provides policy guidance to the Department of Environment in the formulation of policies and strategies towards a more holistic approach to environmental management.
